Eugene’s boards and commissions are resident advisory groups that provide an invaluable service to our city by advising City Council and/or City staff on a wide variety of subjects.

Budget Committee

The Budget Committee is a standing committee that reviews the proposed operating and capital budget each fiscal year and makes a recommendation on the budget to the City Council for final enactment. See  City Code 2.013 and ORS 294.414 for more information.

Civilian Review Board

The seven-member Civilian Review Board provides valuable input about the fairness and diligence of the police investigation process, with the goal of making the system of police accountability more transparent and increasing public confidence in the manner that police conduct their work. See  City Code 2.240 for more information.

 

Member Characteristics

  • Age 18 years or older
  • Able to pass a background investigation consistent with investigations conducted for other city volunteers who have similar access to police records and/or facilities
  • Members shall not be an immediate family member of a current City police employee
  • A demonstrated ability to be fair, impartial and unbiased
  • An absence of any real or perceived bias, prejudice or conflict of interest
  • A record of community involvement
  • An ability to build working relationships and communicate effectively with diverse groups
  • A demonstrated commitment to the committee’s purpose

Human Rights Commission

The Human Rights Commission shall affirm, encourage and initiate programs and services within the community and advise and support City of Eugene services designed to place priority upon protecting, respecting, and fulfilling the full range of universal human rights as enumerated in the Universal Declaration of Human Rights. The commission shall help the City of Eugene and the community work toward the elimination of systemic barriers to equitable treatment and toward inclusion and accommodation of differences among people. The commission will promote justice and equal opportunity for all. In these efforts, the commission may enlist the support of community groups and public agencies. Member Characteristics

  • Members should possess demonstrated knowledge and interest in the civil and human rights concerns of the community.
  • Members shall be appointed in a way that strives to have balance on the commission that reflects the community and has protected class representation.
  • Members shall be persons who have actively demonstrated an interest and expertise in efforts to promote diversity, equality, equity and understanding of human rights, and to dismantle injustice, discrimination, bigotry, hatred and harassment within the city.

Planning Commission

Members of the planning commission advise the City Council and City staff on a variety of subjects by making recommendations on important policy matters affecting the livability of Eugene. See  City Code 2.330 for more information.

 

Member Characteristics

  • No more than two members of the commission shall be engaged principally in buying, selling or developing of real estate for a profit as individuals or be members of any partnership, or officers or employees of any corporation, that is engaged principally in buying, selling, or developing of real estate for a profit.
  • No more than two members shall be engaged in the same kind of business, trade or profession.

Historic Review Board

As a subcommittee of the Eugene Planning Commission, the Historic Review Board oversees Eugene’s Historic Preservation program, the Cultural Resource Survey Program, historic education and outreach, preservation programs, and makes determinations on historic landmarks. See  City Code 2.355 for more information.

 

Member Characteristics

  • Seeking membership from, to the extent they are available within the community:
    • Architects with preservation expertise and a historian with knowledge of local history.
    • Professionals with demonstrable interest, competence, or knowledge of historic preservation in the disciplines of landscape architecture, real estate, construction, community development, urban planning, archeology, law, finance, cultural geography, cultural anthropology, or related disciplines.

Toxics Board

The Toxics Board makes policy governing the Eugene Toxics Right-to-Know Program, which is a public information program on the use and disposition of federally listed hazardous substances by certain manufacturers within Eugene city limits. See  City Code 2.013 for more information.

  • Seeking one ‘advocate’ member, who is not employed by or an agent of persons required to report on hazardous substances, and who have a demonstrable record of advocating for the public’s right-to-know.
  • Seeking one ‘neutral’ position, who shall be nominated by a two-thirds majority of Toxics Board members.

Library Advisory Board

The Library Advisory Board (Department Advisory Committee) serves to provide citizen input and to advise the library on policy, services, and library development. The Board members build community support and act as advocates for the library’s services.

  • Seeking one Bethel branch representative, who must live in the Bethel neighborhood
  • Seeking one youth position, who must be age 25 years and under

Expenditure Review Panel – Downtown Urban Renewal

The Expenditure Review Panel for the Downtown Urban Renewal Plan convenes at least once a year to prepare a report on the Urban Renewal Agency’s use of Downtown Urban Renewal Plan funds and whether the expenditure of tax increment dollars was limited to the projects and the associated administrative costs authorized by the Plan.

 

Member Characteristics

  • Members are to have or to develop a basic understanding of the projects, expenditures, terms, and requirements authorized in the Downtown Urban Renewal Plan.
  • Members terms of service will be for a two or three-year period, with opportunity for renewal.

Oregon’s legislators have introduced a good bill that would prohibit all public bodies and private entities from requiring a person to receive COVID-19 vaccines, possess “vaccine passports, or prove immunity to SARS-CoV-2.”

S.B. 1516 prevents discrimination and also protects minors by requiring that all parents or official guardians give consent before vaccination.

This terrific bill is especially important given the pressure that is mounting to deny access to people who refuse COVID-19 injections. Requiring vaccines and passports for Oregonians to live their lives day-to-day is both an intrusion into people’s private medical information and coercive pressure to be injected with this experimental, high-risk shot.

The introduction of this bill is good news – now we need YOUR voice to help it pass!

Urge your legislators to support S.B. 1516 to help protect minors and people’s freedom to choose what medical procedures they should undergo.

1) Share why this is personal to you. Do you or a family member have a history of vaccine reactions? Are you at risk for autoimmune conditions or other potential side effects of the COVID-19 shot?

2) One of the most basic human rights is that of bodily autonomy, as recognized by the Nuremburg Code. Ethical medicine requires prior, completely voluntary and fully informed consent.

3) No one knows in advance whom a vaccine will harm. Each of us may respond differently as we have different medical histories, genes, epigenetics, and microbiomes.

4) Vaccines are medical procedures that carry risk of serious injury. The U.S. Supreme Court recognizes vaccines to be “unavoidably unsafe” and to cause injury and death in some recipients. The U.S. Government has paid out $4.4 billion to the victims of vaccine injury. 5) COVID-19 vaccine manufacturers and providers are shielded from liability through the Public Readiness and Emergency Preparedness Act, or PREP Act. The only option for compensating people injured by COVID-19 vaccines is the Countermeasures Injury Compensation program (CICP). Only eight percent of all petitioners since 2010 have been awarded compensation through the CICP. No legal or medial expert fees are covered, no pain and suffering is awarded, lost wages are capped at $50,000, and there is no judicial appeal. In other words, the victims will be severely undercompensated while the pharmaceutical companies get rich.

Help us stop H.R. 550, which would expand state and local health department vaccine-tracking systems and provide for sharing the information they collect with the federal government, to monitor the vaccination status of unwilling Americans.

 

Vaccine tracking systems and other public health databases are already being used to harass those who have chosen to delay or decline vaccines. They are also used for interventions including home visits and reminder/recall systems.

 

Indeed, the author of H.R. 550 has bragged that her bill will help the government remind patients when they are due for a recommended vaccine and identify areas with low compliance.

 

This bill, called the “Immunization Infrastructure Modernization Act of 2021,” would also be costly to taxpayers. It appropriates $400 million dollars to expand vaccine tracking. Part of this money would be spent on grants and cooperative agreements to state or local governmental entities that agree to adopt the new data collection guidelines set by the CDC.

 

H.R. 550 passed by the House on November 30th with a bipartisan vote, so it is going to be difficult to stop. We must work to educate our Senators on why this seemingly innocuous bill should not pass.

 

Say no to the tracking of individual’s private and personal vaccination information by making two short calls today!

  • Immunization information systems and vaccine tracking systems are being used for a range ofinterventions, including home visits, reminder and recall systems, which can be harassing for people who do not want these contacts. This should be an opt-in system, but several states have already adopted opt out systems and this bill will create incentives for more states to move to opt out systems, so that they have more data to share with the federal government to justify their requests for funding.
  • Opt out systems do not properly protect people’s privacy because they do not remove private information. The only way to protect privacy in a vaccine registry/information system/tracking system is to require prior consent so those who do want to participate can prevent their personal information from being put into the database. Once information is put into the registry, because of permissions for unconsented disclosure for public health purposes authorized by HIPAA, this information could be used to identify and target individuals who have chosen not to be fully vaccinated for interventions and harassment. This information could also be used to discriminate against these families down the road.
  • Supporters of vaccine tracking systems claim they are a way to protect patients by guaranteeing patients don’t receive multiple doses of the same vaccinations by different providers. According to CDC’s own statements, though, it’s clear that a key purpose of these registries is to create pressure on people who are unvaccinated or partially vaccinated. CDC openly stated that vaccine registries are a tool to identify areas of “undervaccination” so they can be “addressed” and brought into “compliance.” https://www.cdc.gov/mmwr/preview/mmwrhtml/mm6133a2.htm
  • Using Immunization Information Systems costs states millions of dollars. If H.R. 550 passes, an additional $400 million would be allocated to tracking taxpayers. The money spent on vaccine tracking systems would be better spent to measures that actually address public health.

Save-the-Kids Educational Outreach Event

Here is a message from the National Coalition for Health Integrity:

We need your help. Will you join us in a Save-the-Kids Educational Outreach Event the weekend of December 18th in your own community?

The goal of the Save-the-Kids Event is to help parents gain access to information about the potential risks of COVID-19 vaccinations. Electronic information is being controlled, so we are short-circuiting the censors by getting printed materials directly into the hands of the people.

This is a multi-state outreach event being organized by the National Coalition for Health Integrity. Thus far, we have events occurring in 14 cities and 6 states, but we are aiming for wide participation across the country.

HELP FIGHT THE FEDERAL “HUNDRED-EMPLOYEE” VACCINE MANDATE

Tell the Occupational Safety and Health Administration (OSHA) that it should not be coercing people into getting vaccinated!

 

OSHA has issued an interim final rule, effective November 5, which requires all U.S. companies with 100 or more employees to require their employees to either be vaccinated for COVID or be tested weekly and wear masks. Businesses that don’t comply face federal fines of up to $14,000 per violation.

 

This interim final rule is already in effect, but OSHA is requesting public comments as to whether it should become permanent.   The agency is also seeking comments on whether to expand the standard to cover smaller businesses as well!

 

The rule has been challenged in court and temporarily suspended while the court considers the merits of the case.   But we don’t know what the outcome of the case will be, and we need to speak up now!

 

Vaccines are a medical decision that should be left up to the individual, not mandated or coerced. In addition to submitting your comments to OSHA, please urge your members of Congress to sign on to a bill to block OSHA fines on employers who don’t force their employees to get the COVID-19 shot!

Your comment can be very short. State clearly that you oppose making the interim rule a final rule or expanding it in any way, and add a few sentences with your reasons.

 

 

  • Contact your U.S. Senators and Representative and encourage them to sign on to H.R. 5464/ S. 2843.

Below is a sample script for U.S. Senators and Representatives.   Please use your own words. Calls are more effective than emails, and only take a few minutes.

 

“Hi, my name is ____ and I am a constituent. I am calling to ask Senator (or Representative) ______ to restore people’s right to choose whether to get the high-risk COVID vaccines in order to keep working, and also protect businesses from having to choose between mandating vaccinations or being fined.

 

While the OSHA rule technically doesn’t mandate vaccinations, it clearly creates significant coercive pressure on employers and employees. There have been thousands of breakthrough cases in fully vaccinated people, and a recent study showed that they are just as likely to infect those near them as people who are not vaccinated. So requiring weekly testing and masking of unvaccinated individuals is not based on sound science, but rather is a blatant effort to impose so much expense, discomfort, and inconvenience on people that they will agree to be vaccinated even if they don’t want to, in order to keep their jobs.

 

COVID vaccines are causing numerous serious side effects, and it is unethical to require anyone to get a vaccine that may injure or kill them in order to keep their job. To date, over 634,000 adverse reactions and over 8,200 deaths have been reported in connection with the COVID vaccines. These vaccines have reportedly caused more injury and death than all other vaccines combined.

 

Vaccines are a medical decision that should be left up to the individual, not mandated or coerced. Vaccine mandates are contrary to the concept of informed consent for medical procedures.

 

I urge _______ to support H.R. 5464/ S. 2843 to allow people to continue making a living without sacrificing their right to choose what medical procedures to undergo.”

 

Be sure to explain why this issue is important to you. You may wish to use a couple of the talking points below. Don’t copy all of them – just use them as ideas to help structure your own message.

 

TALKING POINTS for calls and emails:

 

  • Personal healthcare decisions should NOT be dictated by employment requirements.

 

  • Share why this is personal to you. Are you an employee or an employer that would be adversely affected by the vaccine mandate? Are you worried about the side effects of COVID injections? Are you simply against government mandates that affect your bodily autonomy?

 

  • One of the most basic human rights is that of bodily autonomy, as recognized by the Nuremburg Code.   Ethical medicine requires prior, completely voluntary and fully informed consent.

 

  • Vaccine package inserts warn of the risk of brain damage, life-threatening allergy, and death and no one knows in advance whom a vaccine will harm. Each of us may respond differently as we have different medical histories, genes, epigenetics, and microbiomes.

 

  • COVID-19 vaccine manufacturers and providers are shielded from liability through the Public Readiness and Emergency Preparedness Act, or PREP Act. The only option for compensating people injured by COVID-19 vaccines is the Countermeasures Injury Compensation program (CICP). Only eight percent of all petitioners since 2010 have been awarded compensation through the CICP. No legal or medial expert fees are covered, no pain and suffering is awarded, lost wages are capped at $50,000, and there is no judicial appeal. In other words, the victims will be severely undercompensated while the pharmaceutical companies get rich.

 

  • COVID-19 vaccines carry the risk of injury and death for some so there has to be informed consent and the right to refuse the vaccine without penalty. As of November 5th, there had already been 634,609 COVID-19 vaccine adverse events and 8,284 COVID-19 vaccine deaths in the U.S. reported to the Vaccine Adverse Events Reporting System. https://wonder.cdc.gov/vaers.html

Action Alert: Urge Gov Brown to deny a dangerous mega-dairy permit!

Hello,

My name is Kristina and I am an organizer for the Stand Up to Factory Farms coalition. We would like to thank you for your previous support for our work against mega-dairies in Oregon. While our moratorium bill was not successful this legislative session, we are continuing our fight against mega-dairies and, once again, we need your support.

Our coalition has serious concerns about the proposed Easterday mega-dairy facility located in Morrow County. This operation would bring up to 30,000 cows and millions of gallons of manure to an area that is already home to the largest mega-dairy in the state. The applicant, Easterday Farms, currently embroiled in federal fraud charges and filing for bankruptcy, seeks to open a mega-dairy on the bones of the former Lost Valley mega-dairy, which was shuttered after hundreds of environmental violations.

While review of the permit for the Easterday operation has encountered a bureaucratic hurdle, we need your help to ensure this mega-dairy never gains approval.

We have written a sign-on letter asking Governor Brown to deny the permit for the proposed Easterday facility, and our deadline for organizations to sign on is August 2nd.
